About 4.8 percent of the EU budget for last year failed to be used in accordance with EU legislations, up from 3.9 percent in 2011, said the latest report published by the European Court of Auditor (ECA).

However, the ECA also attributed part of the increase to the modification in its sampling approach, while the European Commission welcomed the report as demonstrating that the EU budget was still "on the right track."

The EU budget amounted to about one percent of the total GDP in all member states last year. The budget issue has become increasingly sensitive following years of economic and debt crises across Europe.

The army had sent enforcement troops to the area and a search operation was launched to locate and rescue the kidnapped army personnel, the source noted.

The mountainous province bordering Pakistan is a known Taliban hotbed.

The Taliban insurgent group has intensified attacks recently as the Afghan army and police took the full operational lead from foreign troops last year.

The war-torn country is due to take over the responsibility for its own security from foreign troops by the end of the year.
